Finestrat
Town hall, padrón, NIE and TIE appointments, and the offices you'll need

In short
Register on the padrón at Finestrat Town Hall (Plaça de l'Ajuntament, 1), where the RON department for foreign residents speaks English and works Monday to Friday, 08:00–15:00. The padrón is free, and you'll need your passport plus proof of address. To collect your TIE, you'll travel to the extranjería in Alicante (~45 km), while local property taxes like IBI are handled by SUMA through the town hall's cadastral point. Get a digital certificate from the town hall's Sede Electrónica early to manage most official notices online.

If you are moving to Finestrat, the padrón (municipal register) is the single most important administrative step, and the town hall has a dedicated department, RON, to help foreign residents do it right. This page explains exactly where to go, what to bring, and how to handle your NIE, taxes, and digital access in a sensible order.
The padrón is your official registration with the town, and Finestrat's own administration treats it as the foundation of your residency paperwork. Registering is free and confirms you live here, which unlocks local healthcare registration, state schooling, social services, and makes some paperwork such as getting a Spanish driving licence or applying for certain benefits much simpler. You should register within the first few weeks of arriving if you plan to stay longer than three months.
To register, visit the town hall during RON's assisted hours and bring your passport, your Spanish visa or NIE if you already have one, and proof of your Finestrat address — typically a rental contract, property purchase deed (escritura), or a utility bill with your name and local address. The process is immediate and free, and you will receive a padrón certificate (certificado de empadronamiento), which you will need again and again for other Spanish procedures.
All local admin is handled at the Casco Antiguo town hall, not at the tourist office on the coast. The address is Plaça de l'Ajuntament, 1, 03509 Finestrat, and the main phone is 96 587 81 00. The general office hours are 08:00 to 15:00, Monday to Friday. Ask for the RON department — Residentes Otras Nacionalidades — which exists specifically for foreign residents and where English is spoken.
If your query is about your property's IBI or cadastral data, the Cadastral Information Point (PIC) is on the 2nd floor of the same building. Its visitor hours are Wednesdays and Fridays only in winter (09:00–14:00) and summer (09:00–13:00). Appointments are required, so call ahead on the main town hall number.
The NIE (Número de Identificación de Extranjero) is your Spanish tax and identification number. If you are buying property, working, or opening a bank account, you need one. The NIE is issued by the national police, not the town hall. The nearest extranjería office that processes NIE and TIE applications is in Alicante, roughly 45 km away. You will need to book a cita previa (prior appointment) online through the national immigration portal, which can take a few weeks. Bring your passport, a completed application form, proof of payment of the fee, and evidence of why you need the NIE (such as a property purchase deed or a job contract).
Once you have your NIE and are legally resident, you'll often be issued a TIE (Tarjeta de Identidad de Extranjero), the biometric card that proves your residency status. Note that the RON office at Finestrat's town hall cannot issue this card; they focus on the padrón and local services. You will need to travel to Alicante for the biometric appointment.
For any town hall service — padrón registration, RON help, or a cadastral query — book an appointment by phone on 96 587 81 00 or, where available, through the town hall's Sede Electrónica. Walk-ins are generally not accepted for administrative procedures. Have your passport and Spanish address ready, and be prepared to show a property deed, rental contract, or recent utility bill. If you have already started your NIE process, bring your NIE certificate or application reference.
For the TIE appointment itself, you will book through the Ministry of the Interior's cita previa portal. Take the printed appointment confirmation, your passport, a passport-sized photo, and proof of your social security or work status if you are employed. Some Britons use a gestor to help with this, but Finestrat's RON can often point you in the right direction for standard cases.
Spain runs on digital admin, and Finestrat is no exception. You should get a digital certificate (certificado digital) early on, as it lets you sign documents online, receive official notifications, and access the town hall's Sede Electrónica. The town hall can register your digital certificate, which is issued by the Spanish National Mint (FNMT). Bring your original passport and your NIE to any registration office, including municipal offices that support this. Once issued, you download the certificate to your computer.
Cl@ve is the state's simpler login system for lower-level procedures. You can register for Cl@ve using your TIE, and it works for many government portals, including checking your social security and tax data. For Finestrat-specific services, however, the digital certificate is the more reliable option because it its accepted across municipal and provincial portals.
Municipal taxes in Finestrat, most importantly IBI (Impuesto de Bienes Inmuebles), are collected by SUMA, the provincial collection agency. You pay IBI annually, and SUMA will send you a bill if you are the registered owner. If you buy a property, ensure the change of ownership is reported to the cadastre through the town hall's Cadastral Information Point (PIC), which works directly with SUMA to keep its records up to date.
Official town notices — such as changes to local rates, roadworks, or public announcements — are published through the town hall's Sede Electrónica and often on the municipal noticeboard (tablón de anuncios). Connecting your digital certificate to the Sede Electrónica is the best way to stay on top of these, as you can receive notifications electronically rather than by post.
In Finestrat, you will deal with the national traffic authority (DGT) for driving licences and vehicle registration. The provincial DGT office is in Alicante, about 45 km away. If you hold a UK driving licence, you can drive on it in Spain while it is valid, but exchange it for a Spanish one before it expires by booking an appointment with the DGT. You will usually need a medical certificate from an authorised centre, your passport, and your existing licence. For a new vehicle, you register it with the DGT and pay the corresponding transfer tax at a provincial office. The RON team cannot help with DGT matters, but they can tell you which paperwork the town hall can certify for your DGT application.
Here is a practical order of business for a British newcomer to Finestrat.
Finestrat is one of the easier Costa Blanca towns for British admin because it has a genuinely operational RON department. Standard registration and certificate queries are handled locally, in English, which removes the usual fear of a trip to a faceless provincial office. The main friction is distance: the TIE, DGT, and more complex tax cases are an hour's drive to Alicante. Book early, keep copies of everything, and do not assume the town hall can waive national requirements. For most British residents, the local team plus a clear calendar makes the move smoother than in many neighbouring towns.
