Access to Catalonia’s public health system (CatSalut) is tied to municipal residency. Before you can see a GP or apply for a health card, you must register on the padrón (municipal register) at Salou town hall. Once registered, you apply for the Targeta Sanitària Individual (TSI)—the individual health card that acts as your passport to appointments, prescriptions and hospital referrals.
You can start the TSI application at your assigned Primary Care Centre (CAP). Bring your empadronamiento certificate, passport or NIE, and any relevant documentation such as an S1 form if you are a pensioner, or proof of social security contributions if you are working. If you are not yet in the contributory system, staff will advise on whether you qualify as a resident entitled to care under Catalan law.
